An organisations learning and development plan will provide the necessary information regarding the types of learning and development that are required and, having determined this, an organisation will need to decide how this training can best be delivered i.e. whether it can be delivered internally or whether an external training provider is required.

A key factor will be whether an organisation has staff qualified to be able to design, deliver and evaluate internal training initiatives. The subject matter of the training is also a key consideration. The learning and development plan will often involve a combination of both internal and external training for different learning and development needs by different categories of staff.
