"The establishment of a new COAG Skills Council ensures dedication to this important challenge.
"The requirement of this new council to advise leaders on priorities for reform by end of 2019 and on a road map for reform in early 2020 is also important. "However, this task cannot be undertaken without direct and enduring engagement from across the community.
"For its part, industry looks forward to working with COAG to ensure reform can genuinely deliver a national training system that skills our workforce both for current needs and those required as our economy continually transforms.
"The scale of this challenge and the importance both for national productivity and for economic and social inclusion cannot be underestimated and it cannot be achieved without governments and industry in particular working in tandem at the most senior level.
"Ai Group outlined the breadth of the issues to be addressed in a letter to the PM and state and territory leaders which provides a clear pathway to reform," Mr Willox said.
