“The deferred 2020-21 Budget comes at a critical time with the economy certain to have experienced its first recession since the early 1990s and with very high levels of uncertainty hanging over its trajectory over coming months. For the near-term, measures are clearly required to assist and secure the recovery of activity, investment and employment in the wake of the COVID-19 crisis. This objective needs to be the priority in the 2020-21 Budget.”
