"The economy is growing at its slowest pace since we were last in recession in the early 1990s, productivity is flatlining, business investment is declining, we have an inefficient tax system and we need to seriously address our workforce shortages if we want to achieve key national ambitions such as housing construction, decarbonisation and productive digitalisation.
"With an increasingly volatile world, we need a serious reform agenda to be debated, developed and started to be implemented over the next three years," Mr Willox said.
