"The Productivity Commission's report 'Performance Benchmarking of Australian Business Regulation: Occupational Health and Safety' highlights the importance and value of the harmonisation process that resulted in draft national model law being agreed on late last year. It also brings into focus the need for consistency in the work done by regulators. This is just as important as a common legislation.

"By identifying the differences in the accountability and transparency of schemes among the different states, and the burden this has on business, this research gives further weight to the argument for a national OHS system with an intelligent mix of education and responsibility," Mr Goodsell said.
