Submission on the Clean Technology Program (CTP)
This Ai Group submission provides input to the Department of Innovation, Industry, Science and Research on the best design of its proposed Clean Technology Program (CTP). CTP offers $1.2 billion in energy efficiency and emissions reduction grants to manufacturers, and is intended to ease the transition to carbon pricing.

The GEMS Act will address inconsistencies in current state laws by creating common rules for fees, registration, offences, penalties and reporting. A common date for implementation of new standards will also be positive.

Ai Group Submission to the Statutory Policy Review
Statutory policies provide a useful framework for defining ambient standards and setting medium to longer term broad environmental objectives. However, Ai Group is concerned that: State Environment Protection Policies (SEPPs) are overly prescriptive; there is a lack of clarity around the hierarchy of the various policy and regulatory instruments; and there is need for improved guidance for industry.

Draft Trade Waste Customer Code
Ai Group is broadly supportive of the draft Trade Waste Customer Code. The objective of the Code is to provide consistent, transparent and timely decision making on trade waste management matters.
Key provisions in the Draft Code require water businesses to:
- Respond within 10 business days to applications for trade waste agreements and for customer specific acceptance criteria
- Provide a clear statement of reasons to the applicant where an application is rejected
- Have and comply with policies, practices and procedures for classifying trade waste customers and setting acceptance criteria
- Explain to customers how their particular classification was determined
- Advise customers of any identified risks associated with accepting the customer’s trade waste into its sewer, including any risk mitigation that the customer will be required to implement

Key Points from Submission on Government's proposed Carbon Pricing Model
This submission outlines Australian Industry Group's comments to the Government on its proposed carbon pricing model. It argues that, if the Government's proposed scheme goes ahead, it should start with a moderate carbon price; move quickly to be fully internationally linked; contain strong and effective measures for trade exposed businesses; ensure the continuity of electricity supply; be accompanied by clear processes under which the plethora of existing emissions-related regulation will be reviewed and removed; and be supported by investments in research, development and deployment of low-emissions technologies.

Draft Climate Change Adaptation Framework for South Australia
Ai Group is broadly supportive of the overarching objectives identified in the Draft Framework. Ai Group strongly supports the role identified for the State Government in partnering with the business sector and providing support for adaptation responses by business. Ai Group advocates introduction of an Industry Adaptation Initiative focussing on development of pragmatic, broadly applicable approaches that will assist businesses undertake risk assessments.

National Television and Computer Product Stewardship Scheme - Consultation Paper on Proposed Regulations
Ai Group supports introduction of a co-regulatory product stewardship scheme for e-waste. Industry has concerns in relation to the proposed thresholds for liability targets for recovery and recycling under the proposed arrangements. Ai Group advocates that an extension in reporting requirements for Arrangement Administrators to include accreditation and compliance of recycling facilities with appropriate standards.

Product Stewardship Bill 2011 - Submission by Ai Group to the Senate Environment and Communications Legislation Committee
Ai Group supports development of a nationally coordinated and consistent waste policy. Within a national framework there is a role for product stewardship schemes in certain circumstances. Ai Group is concerned that the Bill will not deliver a nationally consistent approach to product stewardship and supports a narrowing of the criteria for introduction of product stewardship arrangements.

Review of Environment Protection (Fees) Regulations 2001
Any proposed variation to licence and works approvals fees should be subjected to detailed cost benefit analysis. Reductions in EPA administrative costs from licensing reforms should flow through to industry in reduced costs. Introduction of a verification fee for all audits required by regulation is not supported. Consideration should be given to increasing incentives for accredited licensees.
