Review of the 2013-14 Victorian Budget
The 2013-14 Budget delivers quality services and major new investments in infrastructure that will promote productivity, employment and economic growth in Victoria. The Government has also exercised fiscal restraint to ensure longer term fiscal sustainability in light of challenging global economic conditions.

Ai Group submission to the 2013-14 Victorian State Budget
The centre of world economic activity is shifting to Asia, and this change brings many significant challenges and opportunities for Victorian businesses. In order for the Victorian economy to prosper in the Asian century and for Victorian businesses to make inroads into Asian markets while overcoming stiff competition from imported substitutes and incumbents in Asian markets, the Victorian economy must become more competitive.

Ai Group Submission on Improving the transparency of Australia's business tax system
Ai Group welcomes the opportunity to comment on the Government?s recently released discussion paper: Improving the Transparency of Australia's Business Tax System. The paper has called for the public release of company tax details and payments, the publication of the aggregate revenue from each individual Commonwealth tax and authorising greater sharing of tax information between government agencies. Ai Group has expressed strong reservations about the first recommendation, particularly the negative effects on privacy and the potential for the disclosed information to be misrepresented. However we are broadly supportive of the second two as measures to enhance the transparency of the tax system.

ESC Victoria's Water Price Review 2013-1018
Ai Group recently provided feedback to the Essential Services Commission's (ESC) Water Price Review 2013-18 regarding proposals by the three metropolitan water businesses for a steep increase in water and sewerage prices (approximately 35% plus CPI) in the first year of the regulatory period, followed by zero real increases over the remainder of the regulatory period. Most of the proposed increases are due to investment in the Victorian Desalination Plant at Wonthaggi, and we recognise the facility is a long-term insurance policy for the State's water supplies. We pointed out that a segment of businesses have expressed a preference for once-off price increase while others prefer the increases to be distributed over the regulatory period to reduce the impact of a 'price shock' for water. Our submission showed how current economic conditions are significantly different to those during the previous two ESC price reviews ? currently there is a subdued business climate with weak demand and continuing escalation of input costs. It is also evident that industry has little capacity to pass on additional price increases to customers, and that the scope to absorb further costs is limited given broader pressures. Information was provided from Ai Groups PMI, PSI and PCI economic indices, along with information from Ai Group's recent survey of business responses to Australia's carbon tax.

Ai Group submission on the reporting arrangements under the Workplace Gender Equality Act 2012
Under the Workplace Gender Equality Act 2012 employers will have new obligations to report on matters relating to a set of Gender Equality Indicators specified in the Act. The first reporting period is 1 April 2013 to 31 March 2014. Ai Group has made a submission to the Australian Government on the reporting matters. The submission expresses support for gender equality but urges the Government to ensure that an unreasonable regulatory burden is not imposed on employers when the reporting matters are set by the Minister for the Status of Women ahead of the commencement of the first reporting period on 1 April.

Ai Group submission to the exposure draft of the Human Rights and Anti-Discrimination Bill 2012 (Bill)
The Australian Industry Group (Ai Group) welcomes the opportunity to express its views to the Senate Standing Committee on Legal and Constitutional Affairs about the exposure draft of the Human Rights and Anti-Discrimination Bill 2012 (Bill). We are pleased that an exposure draft has been released and referred to the Committee rather than the Bill being introduced into Parliament in its present form. In Ai Group?s view, the Bill still needs more work in several key areas before it is introduced into Parliament.

Ai Group Submission on Draft Victorian Waste and Resource Recovery Policy
Ai Group supports the proposed 30 year vision management principles articulated in the draft policy. The inclusion in the proposed 30 year vision of a commitment to minimising the long term costs to industry is also strongly supported, as is the commitment to support business and industry to realise economic benefits by boosting resource productivity including through provision of funding support. Ai Group further welcomes the recognition in the draft policy of the ongoing role of landfill in a holistic waste strategy combined with an increased emphasis on approaches to supporting infrastructure and markets for diverted material. Ai Group however, does have some concerns in relation to the definition of waste for the purposes of the draft policy and would like to see more detail on how the policy integrates with policies for management of other wastes not falling under the definition. Further, the imperative for national consistency is not well explored in the draft policy, with discussion largely restricted to the section addressing product stewardship. Further work is required on development of an implementation plan to achieve the objectives of the draft policy.

Ai Group submission to ALRC inquiry into copyright and the digital economy
The Australian Industry Group (Ai Group) welcomes the opportunity to make a submission to the Australian Law Reform Commission?s (ALRC) Inquiry into copyright and the digital economy. The Inquiry is considering whether existing exceptions in the Copyright Act 1968 (Copyright Act) are appropriate in the context of the digital economy or if further exceptions are needed. The terms of reference require the ALRC to consider the importance of the digital economy and the opportunities for innovation created by the emergence of new digital technologies.
